Formular.iQ is a no-code self-service tool that enables departments within public authorities to digitise application forms for the Federal Portal and other online portals – independently of their IT department. It is based on the Plattform.iQ technology developed by the Bundesdruckerei. This SaaS solution supports federal authorities and, in the long term, also state and local administrations with rapid, simple digitisation.
OZG-compliant integration into online portals Put your application services online in the Federal Portal – also as a state or local authority. Formular.iQ is fully compliant with the Online Access Act (OZG) and helps public authorities provide digital services that are legally compliant, technically standardised and easy to use. The tool enables the complete digital mapping of application processes: departments can create, maintain and publish their own forms independently, without relying on the IT department or external service providers. In addition, the system ensures high interoperability and supports core OZG components from FITKO, as well as integration into federal and state portals (based on Plattform.iQ). Together with the Federal Portal’s form management, Formular.iQ supports the entire process, from form creation and coordination of your internal procedures through to regular updates, maintenance and administration of online forms. Changes (for example resulting from new legal requirements) can be quickly and easily implemented directly in the tool itself. To use Formular.iQ, employees need a government client set up on the federal portal and an account for government access. Authentication is carried out via the BundID for citizens or the ELSTER account for organisations. Secure access via the internet requires two-factor authentication (2FA) with a FIDO2-certified hardware token. In addition, common browsers (Chrome, Firefox, Edge, Safari) with JavaScript enabled must be used, and the workstation requires a stable Internet connection. In order to thoroughly test forms in the integration environment, you also need test accounts with BundID and ELSTER.
No, Formular.iQ is not limited to OZG forms. It can be used flexibly for many other form processes, such as event registrations by citizens or municipal services.
There is a routing configuration that determines which applications (from which services) are sent to which processing groups. The routing configuration is part of the previous government agency access and must be carried out there accordingly.
Users are managed within the participating authorities by a person with the authorisation level ‘authority administrator’. The first user at an authority who later assumes the role of ‘authority administrator’ receives their user ID from Bundesdruckerei GmbH. Authorised users and their assigned roles in Formular.iQ are queried from the authority access point of the federal portal via an interface.
